By Registering with the Emerald Coast Junior Golf Tour, a player accepts the Rules and Regulations of the Tour, including any modifications made by the Tour during the season, or for a specific event. Play is governed by the USGA Rules of Golf and its Decisions and by the following Conditions and Local Rules. 1. Tour Registration: Registration to the Emerald Coast Junior Golf Tour is open to all Boys and Girls between the ages of 7 and19, who have completed an Annual Registration that has been accepted by the Tour. High School Seniors who have started college may continue playing through the end of the calendar year. A player is deemed to be of good standing, if not otherwise informed by a Director of the Tour. The Annual Registration covers a calendar year, which includes Spring Series, Summer Series and Fall Series. 2. Event Registration: Entry to tour events is open to all members in good standing. Depending on the season and host course, availability, to an event or division may be limited to a certain number of players. Entries will be accepted on a first come first serve basis. Players will be informed by the Tour Directors/Administrator if they have been accepted in the event field or been placed on a waiting list pending availability in the field. Participation in The Fall Tour (events after Labor Day) does not require Tour membership.
3. Each event will have specific "Conditions of Competition" detailing Distances and Tee Markers for each division, Local Rules, etc..

Age groups will be determined as of the day of the event. Players may elect to play up an age group.
5. Tee Times: All players are personally responsible for knowing their tee times. Players and Caddies need to be at the starter 10 minutes before their allotted tee time to go over the rules of competition for their division, any local rules and to allow the first player in the group to be ready to tee off on time. If players arrive at the tee, ready to play, a two stroke penalty will be assessed if they do not tee off on time. If the players arrive at the tee, ready to play, after their official tee time, they will receive a score of triple bogey on that hole and any other holes missed. Players may not join a group during play on a hole, but may join them on the next tee. Please read the full Tee Time policy. 6. Maximum Score: No player shall take no more than a double par on any hole, unless specific event rules deem otherwise, e.g. 12 and over divisions in 2-day events will need to play out to be eligible for National Junior Scoreboard consideration. 7. Distance Measuring Devices: All forms of devices are allowed. 8. Caddie Policy; Participants in all age groups are encouraged to to have a caddy to help them play their best golf. Players in the 11 and under age division must have a caddy. The caddy must be at least 15 years of age and preferably has some understanding of the rules and ettiquet of the game of golf. Caddies should only give short verbal assistance and then step away until the shot is played, stay completely off the tee boxes and greens and allow players to read their own putts. Caddies should not give swing instruction. Please revue the full Caddie Policy Caddies are not photographers and may not take pictures or videos! 9. Pace of Play: Your group's positins on the course is right behind the group in front of you! It is expected that groups play at a minimum pace of play of 45 minutes per 3 holes (4 hour 30 minute round). We play Ready Golf! It is encouraged that putts under 2 feet are played out vs. marking. Each player must play without undue delay, which is defined as taking no more than 40 seconds to play a shot. Those players who are first to play from a given area (tee, fairway, green) will have an extra 10 seconds to play. It is the caddies duty to help the player hit each shot within the time limits. The 40 second rule is in effect to assure playing without undue delay and to prevent over coaching and slow play. A group will be deemed to be out of position on the golf course when they are over time par, which is defined as taking an average of 15 minutes per hole, or by keeping up with the group in front. When it is determined that a group is out of position they will be asked to speed up play. If the group remains out of position at the next time check point (at least three holes later), they may be fined a one stroke penalty for a first offense. If they remain out of position at the next time check point they will be fined two strokes. If a group finishes more than 15 minutes behind the group in front of them the will be assessed a two stroke penalty. 10. Ground Under Repair GUR: Enclosed white line areas define ground under repair. Other areas considered GUR include fire ant beds and mounds and any staked trees or shrubs. 11. Embedded Ball: The “Embedded Ball “ Rule is in effect through the green 12. Disqualification: No player will be disqualified for any violations of the Rules of Golf. Instead the player will be assessed a double par on a hole for an infraction that would otherwise have lead to disqualification. A player and/or his caddie may be disqualified for code of conduct violations. 13. Electronic Devices: Cell phones, video recorders, DVD camera's, headphones, pagers and other electronic devices may not be used during play and should be switched off. First offense: warning, second offense and further offenses: triple bogey. Cell phones may only be used to alert rules officials or emergency personnel. 14. Tobacco and Alcohol; Tobacco and alcohol use by caddies is not permitted . First offense: warning, second offense: triple bogey then code of conduct player diqualification. 15. Spectator Policy: Spectators may rent carts and follow groups, but may not give advice to players. Only caddies may give players advice. Spectators should not talk to players and stay in the rough or tree line (away form Fairways!), so as not to affect or disturb any competitors. 16. Code of Conduct: Violations of the Code of Conduct include, but are not limited to: abusive language, club throwing, cheating, disrespect of volunteers or officials, abuse of the golf course or the facilities, littering or any other conduct unbecoming a player. First offense: warning, second offense: disqualification. Repeated violations may lead to rejection of tour playing privileges. 17. Dress Code: Players and caddies must wear acceptable golf attire. Not permitted are short shorts, swimwear, denim, T-shirts, or tank tops. Players or caddies who do not adhere to these codes will not be permitted on the course. 18. Scorecards: Immediately after completion of play, players and markers must go directly to the scorer’s tent to verify and attest, sign and turn in scorecards to the scorekeeper. Any and all score or rules uncertainties must be resolved before signing and turning in scorecards. Once scorecards have been turned in the score is final. 19. Result of the competition: When all scorecards have been collected and approved by the Scorekeeper, the result of the competition will be officially announced. 20. These Rules apply to all 9 hole divisions
After one attempt to hit out of a bunker , drop ball out of bunker, no closer to the hole, with no penalty. After one failed attempt to hit over a water hazard utilize the drop area under penalty of one stroke. Drop areas are located across the water hazard and are defined by WHITE CIRCLES. Out of Bounds/Lost Balls – Play as a lateral hazard (red stakes), i.e with a one stroke penalty, but no loss of distance.
